CHP, SJSO and Stockton Police Pursuit

Around 0200 hours the San Joaquin County Sheriffs Department Lathrop Police received a call of an armed robbery that had just occurred at the Circle K Store on Cambridge in Lathrop.

Stockton Police has tranistioned to digital communications.

The Stockton Police department made the transition to digital communications early in January and according to the release by the department the last of the upgrading would be done by the end of January and or Early Feb. The Police department has joined Tracy Police, Manteca, Ripon, and San Joaquin Delta Community College in making the transition to digital and no longer using Analog.  According to a report that I read from the City hall files, the ultimate goal is to eventually have all agencies in the County working on a system where there would be interoperability.



The report allocates the cost for each department and what equipment needs to be updated, for example Lodi uses a system that parts cannot be found for and parts are taken from other equipment that is not in use.  The upgrade to digital took place without there being no downtime and even while the Officers were being dispatched and communications were occurring, there was testing going on by Delta Wireless, because the ability existed to broadcast in zones, and the other stuff occurring in the zones would not interfere or cause there to be issues with communications.  During the summer there was a month where a lot of radio traffic was being transmitted that normally would not have been because some of it was inappropriate.  The upgrade by the department did not cause a more complex radio system or a did the department choose to use another radio system, such as trunking.






It was said that the new upgrade did not cost the City additional money, but instead was efficiently done because of the required re-branding that the department along with every other Police, Fire, and Emergency Service department is mandated to be done by 2013 according to federal law.



I knew that digital was coming soon because the Stockton Fire Department had been using and exploring with the technology back in 2005, and so I invested 500 dollars in a GRECOM PSR-500, which has the ability to listen to digital communications, and has many other features.  If  you have an analog scanner you can still listen to the San Joaquin County Sheriffs, Stockton Unified Police, Stockton Fire, UOP Police, and several other Law enforcement and fire departments in the county.



If you do want to buy a digital scanner the cheapest I have seen is around 400 dollars and this was on the RadioShack Website.  If you do not mind spending around 500 dollars there is a new scanner called HomePatrol according to the Uniden Website:

This scanner takes away all the headaches and confusion of programming and will be able to access the agency for the geographic area in which it is operated. It has other awesome features and I am going to buy one. This would be a good scanner to start out with if you want to listen to the Stockton Police and the other agencies which are rumored to be going to digital in the summer of 2011.

12/10/08 Police shoot resident of a home they thougt two Suspects may have entered after a short foot pursuit, Man shot was innocent.

This was bad shooting by the Stockton Police Department, the man who they shot was innocent, he came to the door armed because he heard commotions outside of his home, he was not related to the subjects that fled, and it is my understanding they have never been found. The Officer's used poor judgement, and thought the subjects were corned inside the home they surrounded, when in reality the subjects were already outside the perimiter.. The wife who called 911 was fearful to answer the door, she spoke Filipino, and when the homeowner came to his door with his weapon with a laser, he was doing so because he believed that someone was trying to enter his home. There was no way that a person in complete darkness can see the uniforms the Stockton Police wear, because they are all black, the only thing that has any color is their patches on their sleeves and jackets.

This man that was shot was not coming to harm the police, he was hard working man, who felt danger he was protecting himself and his wife, and how could a police officer just shoot through the door when they cannot even see the target that is a threat. The officers took their time, in responding to the fact they already new they had shot somebody, they checked another home, even though the wife gave them the correct information. This shooting is one of the worst cases I have heard of, understandably the officer may have felt threatened, but through a closed or doorway or even in the darkness how can you make the right decision to use deadly force. The Stockton Police should be held accountable, and this is a shameful travesty on their parts.

Around 0130 hrs SPD attempted to stop a Honda with expired tags. After initially pulling over, the driver of the Honda took off. A short pursuit ensued with the SGT calling the pursuit off because of speeds on surface streets of 70. The Honda crashed into a parked car and two subjects fled on foot. Stockton P.D Officers cornered a subject at home and were apparently attempting to take one subject into custody when a male exited his home armed with a handgun. An Officer fearing for his and other Officers safety shot the man. The person shot was not one of the subjects who were fleeing from the Honda.

A person inside of the residence that the police thought they had a subject cornered, called 911 and stated that a subject shot through the door at her husband. Police discovered a man who had been shot. Victim was pronounced dead at the scene. The details of what happened are not clear. By listening to the radio traffic it is clear that shots are fired. The wife of the victim calls 911 and tells the dispatcher that her husband was shot through the door by a Hispanic male (the officer who fired his weapon is Hispanic), unknown if commands were giving for the subject to drop his gun. 05-10-10 SUSD Police Pursuit



Stockton Unified School District police attempted to stop a vehicle and the vehicle fled; A pursuit ensued, Stockton Police and CHP assisted in the pursuit. The driver was on parole and was apprehended by CHP and taken into custody. All agencies involved did a great job. Another Parolee off the street.

05/04/2010 Shots Fired at Officers Kirkby Lane

Stockton Police officers responded to a disturbance on Kirkby Lane and a foot pursuit ensued with multiple subjects. An unidentified subject fired at officers with a handgun. No officers were injured. There was an approximately three hour search for the subject and he was UTL. CHP 30 Helicopter and the Stockton SWAT Team did a yard to yard search, without locating the subject who fired the shots. ICS was put into effect. Unknown if any of the other subjects were injured. This is just the first minutes of the pursuit because of the length, if you want to hear more if you are a member use the archives look around 2330 hours.

04/06/10 short pursuit

04/06/10 short pursuit subjects were driving on the wrong side of West Lane, the SGT pursuing terminated the pursuit, and then picked it up again but the subject rain a train

Robbery Suspects taken into custody 01/13/10

Two teen tried to evade police after committing several armed robberies. Both subjects were taken into custody after a perimeter was set up and both the San Joaquin County Sheriffs Department and the Stockton Police Department worked together to bring these two dangerous individuals into to custody. Money and the weapon used was recovered.

1.05.2010

Short Stolen Veh Pursuit Terminated by Officer 01-04-10

The Valley Units {CHP/Police/SJ S/O} Anti Theft team spotted a vehicle with a lost or stolen plate on the vehicle. There was another car associated with the car that once the plate was ran came back 10851. The original car stopped, however the other car did not stop and a vehicle pursuit ensued. The pursuit was terminated by the pursing officer, he felt the speeds and the conditions were to dangerous.

A large amount of money and other item were discovered in the vehicle that did stop for the police.

This was a good call by the police, and they did a professional job in doing their duties. Good job SPD.

Subject Attempts to Ram Pursuing SPD Officers-12/01/2009

SPD attempts to stop a vehicle and the subject flees and then attempts to ram pursuing officers. Subject leg bails and then resist when officers are able to apprehend him. The pursuit ended with no one getting hurt and the subject being taken into custody.

11.05.2009

Stockton Police Pursuit 11-04-09

Early Morning Stockton Police Pursuit of subjects who ran from a traffic stop. Pursuit ends in North Stockton neighborhood with two subjects taken into custody after a brief foot bail and chase. Speeds reached almost 70 mph through neighborhoods. No one was injured, and both subjects were in custody.

10-20-09 459pc Burglary Pursuit

SPD Officers observed possible 459pc suspects(burglary), the subjects fled from the officers and short pursuit ensued. Two subjects we able to get away, but the driver was taken into custody.

10-10-09 SPD OIS Multiple Victims

Officer involved shooting where subject was shot by an officer after refusing to put his weapon down and come out of his home. The subject had shot multiple victims. Here is the recorded scanner radio traffic of the incident. Stockton police did a great job at trying to protect, and rescue the victims that were being held by the subject who was armed.

215 PC Carjacking Pursuit-09-19-09

Carjacking Pursuit 09-19-2009
SPD Officers attempt to stop a 215{PC}(Carjacking) suspect and the subject flees. The subject runs through several intersections without stopping and the officers loose him, then pick up the car again, and again loose the vehicle. The vehicle was found abandoned and the subject foot bailed. A loose perimeter was set up, and officers were looking for a hispanic male with a tatoo under his eye, with a shaved head. SPD was not able to apprehend the subject.

09-14-09 Early Morning SPD FTY Pursuit

SPD attempted to stop a vehicle and the subject was failure to yield. The subjects wrecked out and a foot pursuit ensued. The driver of the vehicle was taken into custody after a short foot chase.
